主要內容和要求

2025年10月29日，有關家用玩具彈跳床的歐洲標準EN 71-14:2025發布。標準主要刪除了EN 71-1豁免條款、放寬彈簧間隙要求和修訂警告與標識規定。標準EN 71-14:2025將最晚在2026年4月底前被賦予CEN成員國國家標準的地位，與其相衝突的國家標準將最晚在2026年10月底被取代。

2025年10月29日，歐洲標準化委員會(CEN)發布了玩具安全標準EN 71-14的新版本：EN 71-14:2025《玩具安全- 第14部分：家用蹦床》，取代前一版本EN 71-14:2018。

與2018年版本相比，EN 71-14:2025沒有重大的技術變更。主要圍繞條款協調、安全細節和說明表述進行了細微調整，具體變化體現在以下四個方面：

  1. 刪除EN 71-1豁免條款。 EN 71-14:2018中原有的條款5.1 「Exemptions from certain requirements in EN 71-1」已被刪除。這是因為新版的EN 71-1標準已經直接包含了針對家用兒童蹦床（適用於36個月及以上兒童）的相應豁免，因此舊有條款已無必要，此舉確保了標準間的統一性。
  2. 放寬彈簧間隙要求。在條款5.4（卡夾與擠壓危害(Pinching and crushing hazards)）中，彈簧受力後間隙的要求從2018年版的「不得大於3 mm」修改為「不得大於5 mm」。這項調整意味著在防止卡夾與擠壓危害方面，新標準的要求更為寬鬆，也為製造商提供了更大的容錯空間。

    說明書上需要修改的內容
    1 加以下警告：

    2 在說明書中加入以下相關
    內容，「*」部分需要製造商依照實際進行修改： Instructions to have a free clearance of at least (*) m above the toy trampoline, measured from the jumping mat (ie no overhanging objects like branches)

  3. 修訂警示與標識規定。新標準對條款6（警示、標識與說明書(Warnings, markings and instructions)）進行了修訂，刪除了部分警語，同時使部分警語的描述更為具體。製造商需要依據新標準的具體規定，更新產品的標籤、包裝和使用說明書，以確保符合要求。
  4. 更新附錄以增強指導性。 EN 71-14:2025的附錄A（說明性附錄）中對若干技術修改的理由和解釋進行了修訂。這些更新有助於更好地理解標準中技術要求調整的原因，對企業的合規性評估和風險評估具有積極的指導意義。

此標準的實施將有助於提高家用玩具彈跳床的安全性,確保其符合最新的安全要求。對於製造商和消費者來說，了解這些更新是非常重要的，以確保產品的安全性和合規性。

標準EN 71-14:2025目前尚未納入玩具法規的協調標準，即尚未作為「可用於證明符合玩具安全指令2009/48/EC要求」的標準，但其預計將最晚在2026年4月底前被賦予CEN成員國國家標準的地位，與其相衝突的國家標準將最晚在2026年4月底前被賦予CEN成員國國家標準的地位，與其相衝突的國家標準將最晚在2026年月月底被取代。該標準預計將獲得歐盟委員會批准，在歐盟《官方公報》(OJEU)上發布之後，被列為歐盟玩具安全指令2009/48/EC的協調標準。
