Updates to the Japan Consumer Product Safety Act for Children's Products
日本の経済産業省（METI）は、特定の玩具や子供向け製品に影響を与える消費用製品安全法の重要な改正を発表しました。新たな規制は2024年に正式に公布され、2025年12月から施行されます。
Japan's Ministry of Economy, Trade and Industry (METI) has announced important amendments to the Consumer Product Safety Act, impacting specific toys and children's products. These changes were officially gazetted in 2024 and will be enforced starting December 2025.

Key Changes & Requirements:
この更新により、特定の製品（磁石、水玉、レーザーポインター、乳児用ベッド、特に3歳未満向けの乳幼児用玩具）に対する技術基準に適合する義務が課されます。
This update introduces mandatory technical standards for specified products, including magnets, water beads, laser pointers, infant beds, and importantly, toys for infants and children under 3 years old.
特定な子供向け製品（3歳未満向けの乳幼児用玩具）の要件：
Requirements for Specified Children's Products (Toys for Infants/Children Under 3):
こちらの製品は、以下の基本的な安全要件を満たす必要があります。
These products must meet essential safety requirements, including:
- 機械的強度及び安定性：十分な耐久性と破損への抵抗性を確保できること
- Mechanical Strength & Stability: Ensuring sufficient durability and resistance to breakage.
- 鋭利なエッジ及び尖端部: 接触による身体上の損傷を引き起こす可能性のある鋭利な縁部分、先端部、突起物、長いコードを排除すること。
- Sharp Points/Edges: Eliminating sharp edges, points, protrusions, and long cords that could pose a risk of injury.
- 可動部分の安全性：使用に伴い、身体上の損傷のおそれがないこと
- Moving Parts Safety: Considerations of moving parts to prevent injury during use.
- 危険回避: 窒息、詰まり、熱リスクなどの潜在的な危険に対処すること
- Hazard Prevention: Addressing potential hazards such as suffocation, impaction, and thermal risks.
国際規格への適合
Compliance with International Standards:
製品は以下のいずれかの国際規格の技術基準に適合する必要があります。
Products must comply with one of the following international standards:
- ISO 8124-1:2022およびISO 8124-2:2023
- EN 71-1:2014 + A1:2018およびEN71-2:2020
- ASTM F963-23（1、4.2、4.5から4.19、4.21から4.28及び4.30から4.41に限る。）
ラベリング要件（日本語表記）
Labelling Requirements (in Japanese):
- 年齢判別： 明確で合理的な根拠に基づく年齢表記が必要で、製品の意図された使用に適する
- Age Grading: Clear and reasonable age grading labels are mandatory and must align with the product's intended use.
- 特別注意ラベル: 特定の製品種類（例：乳児用ベッド用おもちゃ、水の中で使用することを意図した玩具、風船）に対して、法第１２条の２に詳細が記載された特定の注意ラベルが必要です。
- Special Cautionary Labelling: Specific cautionary labels are required for certain product types (e.g., crib toys, aquatic toys, balloons) as detailed in Annex 2-2 of the Act.
製品マーキング（PSCマーク）：
Product Marking (PSC Mark):
- PSCマーク: 基準適合義務の履行を示すマークとして、製品本体または容器包装への表示が必要です
- A PSC mark, indicating compliance with the regulation, is required on either the product or its packaging.
- 色の要求: 現在はマークの色に関する要件がありませんが、法第で定められた比率に従う必要があります。
- While there are currently no color requirements for the mark, it must adhere to the specified proportions outlined in the Act.
その他の重要ポイント：
Other Important Information:
- 試験: 日本国内での試験は必要ありません。
- Testing: Local laboratory testing in Japan is not mandatory.
- JFSL: 新しい規制は、既存の日本食品衛生法（JFSL）の要件を置き換えるものではありません。
- JFSL: These new regulations do not replace the existing Japan Food Sanitation Law (JFSL) requirements.
- 届出義務: 製造者、輸入者、及び日本国内の代理人は、届出義務を遵守する必要があります。
- Notification Requirement: Manufacturers, importers, and local representatives/agents in Japan must comply with notification requirements.
