Brazil INMETRO Ordinance No. 20 (Directive 20/2017) for Public Lighting Street Lights

On February 15, 2017, Brazil INMETRO has officially promulgated the Regulation Ordinance No. 20, requiring public lighting street lamps to enter the Brazilian market for product certification. 

Intertek Hong Kong expanded its work on Brazilian Regulation Ordinance No. 20 and in March 2018, it officially became the accredited agency by Taiwan Accreditation Foundation (TAF) for the testing of Brazilian street lighting for public lighting. 

Test Product Range:

Public lighting street lights

The street light source is a discharge lamp of up to 600 watts or LED, powered by AC or DC, and has an independent or built-in controller for energy efficiency and safety. 

 

Enforcement Time:   

• From August 17, 2018, when manufacturers/importers manufacture/import street lamps for public lighting, the products must meet all the requirements of the regulations of Ordinance No. 20 and be registered and certified on INMETRO. 
• From August 15, 2019, when manufacturers/importers trade/sell street lamps for public lighting in the Brazilian market, the products must satisfy all requirements of the regulation Ordinance No. 20 and be registered and certified on INMETRO. 
• From August 15, 2020, distributors selling streetlights for public lighting in the Brazilian market must meet all the requirements of Regulation No. 20 and register for certification at INMETRO. 

INMETRO Certification Procedure

 

• Endorsed report (e.g. HOKLAS, CNAS, TAF reports) issued by ILAC accredited laboratory 
  • Must be issued within 2 years  
   
• Documents required:  
  • Manual and rating label in Portuguese, plug and  supply cord cert, circuit diagram, exploded view, packaging artwork, PCB  
   
• Local Representative is mandatory 
• Certification time:  
  • Around 1 - 3 months, including the factory inspection 
  • Initial factory inspection is required, and also on the maintenance
   
• Certificate is valid for 3 years 
• Maintenance is required in each year
